Board of Aldermen Legislative Update: Week of 3.5.10
New Legislation
There was one bill introduced and read for the first time at this past week’s Board of Aldermen meeting. Here is a synopsis of the bill:
Alderwoman Phyllis Young introduced Board Bill #346 which is an ordinance authorizing the execution of a cooperation agreement between the City and Polsinell Shughart, PC prescribing details of that Agreement.
Committees
The Housing, Urban Development and Zoning Committee met on Wednesday to listen to testimony on thirteen pieces of legislation. This committee considers all matters pertaining to housing, urban development and zoning. Also, this committee considers all matters pertaining to the Community Development agency, the St. Louis Development Corporation, and the appropriation, disbursement of all federal monies administered by the agencies. Here is a summary of some of the legislation:
Alderwoman Lyda Krewson is the sponsor of Board Bill #279 which is an ordinance approving a redevelopment plan for 6027 Westminster Place.
Alderman Sam Moore is the sponsor of Board Bill #287 which is an ordinance pertaining to Special Use District establishing the Greater Ville Commercial Area Special Use District.
Aldermen Fred Wessels and William Waterhouse are the sponsors of Board Bill #334 which is an ordinance that provides for a twelve month moratorium on the erection, construction or installation of any new digital signs.
Alderwoman Phyllis Young is the sponsor of Board Bills #338, 341, 343 designating a portion of the City as a redevelopment area known as the Railway Exchange Building Redevelopment Area (also known as the Downtown Macy Department Store).
The Health and Human Services Committee considers all matters pertaining to health, hospitals, human resources and the Office of Aging.
Aldermen Dionne Flowers, Stephen Gregali, Charles Quincy Troupe, Joe Vaccaro, Jeffrey Boyd, Freeman Bosley and President Lewis Reed are the sponsor of Resolution #326 in which the Board of Aldermen directs the Health and Human Services Committee to convene a hearing for the purpose of discussing policies, procedures, and issues raised.
The Streets, Traffic and Refuse Committee met on Thursday to listen to testimony on a two pieces of legislation. This committee is responsible for consideration of all totally municipal matters pertaining to streets, alleys, sidewalks, traffic, signage, parking and refuse.
Alderman Freeman Bosley is the sponsor of Board Bill #345 which is an ordinance recommended by the Board of Public Service authorizing the 2010 St. Louis Works and the 50/50 Sidewalk Program.
Alderwoman Dionne Flowers is the sponsor of Board Bill #297 which is an ordinance pertaining to the Halls Ferry Circle.
The Public Safety Committee met on Thursday to hear testimony on two pieces of legislation. The Public safety Committee considers all matters pertaining to the Department of Public safety, the Police department, corrections, excise laws and regulations, the Fire Department, the Division of Building and Inspections, and the City Emergency Management Agency (CEMA).
Alderman Bill Waterhouse is the sponsor of Board Bill #276 which is an ordinance prohibiting the issuance of any package or drink liquor licenses within the Twenty-Fourth Ward Liquor Control District.
Alderwoman Phyllis Young is the sponsor of Board Bill #295 which is an ordinance pertaining to the offenses against motor vehicles of others.
All the Board Bills noted above were given a “do pass ” recommendation by their respective committee and have advanced. These Board Bills in the upcoming weeks will be debated and voted on the by full Board of Aldermen.
Events of Interest at the Board of Aldermen Meeting
This past week 15 bills were third read and finally passed. A number of the bills involved redeveloping certain sections of the City with various incentives included in the bill. In addition, a number of bills were passed pertaining to street modifications, regulations regarding street vending and one board bill involved authorizing Fire Chief Dennis Jenkerson to enter into an agreement with the U. S. Department of Health to fund a public access defibrillator demonstration project.
Aldermen Kacie Starr Triplett, Sam Moore, April Ford-Griffin, Marlene Davis, Craig Schmid, and Jeffrey Boyd sponsored Board Bill #322 which is an ordinance pertaining to a registration fee for vacant buildings. Alderwoman Triplett is the principal sponsor and floor handler of this legislation.
This legislation was introduced February 19th and has generated a considerable amount of e-mails and phone calls both for and against the Board Bill. Alderwoman Triplett has modified the legislation and she introduced a floor substitute Friday that had a major concern from the opponents removed. That concern regarded the on-line data base.
Friday there was considerable discussion regarding the floor substitute which was Perfected by the Board of Aldermen and now is waiting a final vote this Friday. If the Board Bill passes it will be sent to the Mayor for his approval or veto.
The Board of Aldermen from time to time strop in their deliberations to recognize citizens of groups for their outstanding contributions to the betterment of not only the City of St. Louis, but of the entire region.
This past week The Board of Aldermen had the opportunity to honor several people and organizations for their outstanding contributions to the area.
The first organization that was honored was Community Health-In-partnership Services (CHIPS). This is a community based not-for-profit health and wellness center founded in 1990. This organization headed by Judy Bentley provides healthcare and social services to uninsured residents of the City of St. Louis. A Resolution was presented and introduced by Alderman Charles Quincy Troupe.
The second organization is also a part of CHIPS. Within this organization are a number of dedicated volunteers called Earth Angels Volunteer Auxiliary. This group of women contribute their time and talents to continue and improve community outreach and health education. A Resolution was presented and introduced by Alderman Charles Quincy Troupe.
The third organization is also affiliated with CHIPS. This group of volunteers are student members of the Internal Medicine Interest Group at the Washington University School of Medicine. A Resolution was presented and sponsored by Alderman Charles Quincy Troupe.
The Board of Aldermen also had the honor to recognize Ms. Sharon K. McGhee who authored The PocketBook Monologues which attempts to foster an open and honest dialog about sexual health and responsibility. A resolution was presented and sponsored by Alderwoman Marlene Davis.
Prior to the ending of session President Lewis Reed announced that immediately after the session there would be a presentation by Mr. Greg Horn of the Missouri Department of Transportation. Mr. Horn is the Project Director of the new Mississippi River Bridge Project.
Seeing no further business before the Board of Aldermen, President Lewis Reed adjourned the Aldermanic meeting until Friday March 12, 2010 at 10:00.
